National Committee for Disaster
The NCDM is the highest government body responsible for disaster management in Cambodia and has the Prime Minister as its President. NCDM members comprise the ministers of several sectors, as well as representatives of the Royal Cambodian Armed Forces, the Cambodian Red Cross (CRC), and Civil Aviation Authority. The NCDM Executive Committee has three members: The President, the 1st Vice‐President and the Secretary General of the NCDM General Secretariat. According to the sub‐decree creating the NCDM, the Executive Committee is required to meet on a monthly basis. The NCDM has a Secretary General who administratively reports to the NCDM’s 1st Vice President. A Cabinet of the President of the NCDM that is responsible for facilitating all of the NCDM president’s work. Considering the workload of the Prime Minster, much of the work is delegated to the First Vice-President who can act on behalf of the President and deal directly with all the operations and concerns of the NCDM. Furthermore, since authority emanates from the Prime Minister it is assumed that the First Vice‐President can act more decisively in coordinating the work of government ministries and agencies that are not under his normal control. The 1st Vice President is responsible for summarizing and submitting reports to the NCDM President. The role of the NCDM is generally to lead coordination with different line ministries, the sub‐national DM committees and international and local humanitarian aid agencies especially the Cambodian Red Cross (CRC). During a disaster, NCDM is responsible for the immediate actions and coordination between different line ministries, and with the donor community.

In June 2015 Cambodia’s legislature passed the Law on Disaster Management (DM Law). This represents a major shift from an institutional system for disaster management based only on subsidiary legislation, which had been in place since 1995, to a broader and more authoritative legislative mandate on disaster management. A legal framework for disaster management assigns legally binding roles and responsibilities, establishes institutions, and can also help ensure allocation of resources and mechanisms for coordination amongst different institutions. Cambodia’s DM Law objective is to regulate disaster management in Cambodia and it has the three stated goals of: Prevention, adaptation and mitigation in the pre-disaster period, due to natural or human-made causes, Emergency response during the disaster, and Recovery in the post-disaster period. The DM Law formalizes the National Committee for Disaster Management (NCDM) as the main authority of the Royal Government of Cambodia (RGC) on disaster management, and mandates it to ‘lead, administer and coordinate all disaster management activities.’ The law also formalizes the expenditure mechanism for the functioning of NCDM which is allocated by the national budget in the budget plan of the Office of the Council of Ministers, and the state is required to maintain a sufficient reserve to resource disaster management. The NCDM is to be supported by a Secretariat-General, focal points in line government ministries, and Sub-National Committees for Disaster Managementdown to local level, which have a key operational role.The disaster management framework and relative responsibilities of these institutions are set out in broad terms within the law. Through this project NCDM will support overall coordination and cooperation with DRM structures in the target provinces/districts to develop and implement DRM plans; support capacity strengthening to PDMCs, DDMCs and CDMCs and target communes on HCVA, DRM and climate change; coordinate with government institutions to support community implementation of contingency plans; coordinate to provide access to real time information of disaster risks and facilitate with targeted sub-national administration for hydrological data sharing and awareness raising; and pilot district contingency planning in one selected district.
