General
The development objective of the Competitiveness and Growth Project for Maldives is to strengthen private participation in and financial sustainability of state-owned enterprises (SOE), and the support mechanisms for the competitiveness of small and medium enterprises. The project comprises of three components. The first component, accelerating SOE reforms consist of following sub-components: (i) increasing private participation in ownership of select SOEs; (ii) improving governance of SOEs at the program and corporate level; and (iii) reforming SOE public service obligations. The second component, fostering small and medium enterprises (SME) competitiveness will enhance the competitiveness of Maldivian SMEs. It consists of following sub-components: (i) digital financial infrastructure; and (ii) SME growth acceleration program. The third component, project management will be established in the Ministry of Finance (MoF). The Project Management Unit (PMU) will be responsible for carrying out project activities and conducting monitoring and evaluation.
Objectives
The project development objective is to strengthen private participation in and financial sustainability of State-Owned Enterprises, and the support mechanisms for the competitiveness of small and medium enterprises.

'Financial sustainability' for the project is defined as viability as relates to public service obligations (PSO). 'PSO' is defined as an obligation (that has financial consequences including capital contributions and/or subsidies) that the Government requires an SOE to undertake. PSO are used to pay for services provided by the SOE that are not compensated by the market. 'PSO reform plans' rfer to plans that include: (i) PSO definition and (ii) PSO targeting strategy. 'Significant SOEs' mean SOEs that have a balance sheet size and/or PSO size above an agreed threshold.

NARRATIVE TYPE DESCRIPTION
(FA, Schedule 2, Section I.A.2) The Recipient, shall, not later than three (3) months after the Effective Date (or such other datewhich the Association has confirmed in writing to the Recipient is reasonable and acceptable under the circumstances, as determinedby the Association in its sole discretion, establish and thereafter maintain, until the completion of the Project, a ProjectSteering Committee (PSC).
 Performance The condition attached requires certain outputs or outcomes to be achieved by the recipient
(FA, Schedule 2, Section I.A.3) The Recipient, shall, not later than three (3) months after the Effective Date (or such other datewhich the Association has confirmed in writing to the Recipient is reasonable and acceptable under the circumstances, as determinedby the Association in its sole discretion), establish and thereafter maintain, until the completion of the Project, a ProjectManagement Unit (“PMU”) in MoF.
 Performance The condition attached requires certain outputs or outcomes to be achieved by the recipient
(FA, Schedule 2, Section I.B.1) Not later than three (3) months after the Effective Date (or such other date which the Associationhas confirmed in writing to the Recipient is reasonable and acceptable under the circumstances, as determined by the Association inits sole discretion), the Recipient shall adopt and thereafter throughout Project implementation maintain a Project OperationsManual, in form and substance acceptable to the Association.
 Performance The condition attached requires certain outputs or outcomes to be achieved by the recipient
(FA, Schedule 2, Section IV): The Recipient shall:(a) ensure that the Project's activities involving collection, storage, usage,and/or processing of Personal Data are carried out with due regard to the Recipient's existing legal framework and appropriateinternational data protection and privacy standards and practices;   (b) in the event that, during the implementation of theProject, the approval of any new legislation regarding Personal Data protection may have an impact on the activities financed bythe Project, ensure that a technical analysis of said impact is conducted, and that the necessary recommendations and adjustments,are implemented, as appropriate; and  (c) except as may otherwise be explicitly required or permitted under this Agreement, or asmay be explicitly requested by the Association, in sharing any information, report or document related to the activities describedin Schedule 1 to this Agreement, ensure that such information, report or document does not include Personal Data.
